CARES Act Reporting Requirements

On March 27, 2020, Congress enacted the Coronavirus Aid, Relief and Economic Security Act (the CARES Act or Act).  The CARES Act provides economic relief to students facing hardship due to the COVID-19 crisis, including financial assistance for Institutions of Higher Education (IHE) under Title IV of the Act. 

St. Peter's Health Partners Schools of Nursing understands students may have incurred additional expenses such as course materials, technology, food, housing, utilities, transportation, healthcare/medical, and childcare, related to the disruption of campus operations due to COVID19.

Who is eligible to receive CARES Act funding?

  • Application submission attesting to incurring unexpected expenses due to COVID-19
  • Matriculated during Spring 2020
  • U.S. citizenship status
  • A valid 2019-20 FAFSA is recommended
  • Meet Title IV Federal Financial Aid eligibility requirements as determined by the U.S. Department of Education.

Who is considered ineligible for funding?

  • International and Deferred Action for Childhood Arrivals (DACA) students
  • Students not meeting Satisfactory Academic Progress (SAP)
  • Students with a federal/institutional loan default status
  • New students enrolling for the 2020-2021 academic year

If you have incurred additional expenses as described above and meet eligibility requirements, please complete the attached application and return to student services. The application deadline was June 19th, 2020 and is no longer available.

We understand the urgency behind your request. Because we are anticipating a large number of applications, please allow a couple months for your application to be reviewed. Once your application is considered, you will be notified through your St. Peter's Health Partners Schools of Nursing email whether it was approved or denied. If approved, you will be notified as to the amount of financial assistance you will be receiving. * Please note: the completion of St. Peter's Hospital College of Nursing Coronavirus Aid, Relief, and Economic Security (CARES) Act Application is not a guarantee of funding and all decisions are final.

The IRS announced that the CARES Act grants to students will not be taxable.  The IRS states that these grants will be considered official federal disaster assistance, which excludes the funds from being taxed.  St. Peter's Health Partners Schools of Nursing and its affiliates do not provide tax, legal, or accounting advice.  Higher Education Emergency Relief Fund (HEERF) grants to students will be included on the 2020 IRS Form 1098-T in Box 5.  Further, the IRS FAQs: Higher Education Emergency Relief Fund and Emergency Financial Aid Grants under the CARES Act make it clear that students cannot claim any education credits or deductions, so the emergency grant amounts will not appear in Box 1 of the 1098-T.

The Higher Education Emergency Relief Fund II (HEERF II) is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRSSA), Public Law 116-260, signed into law on Dec. 27, 2020. In total, the CRSSA authorizes $81.88 billion in support for education, in addition to the $30.75 billion expeditiously provided last spring through the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136. St. Peter's Health Partners Schools of Nursing understands students may have incurred additional expenses due to COVID-19. Financial grants may be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care), or child care.

The Higher Education Emergency Relief Fund III (HEERF III) is part of the federal government’s American Rescue Plan, similar to the CARES Act and the Coronavirus Response and Relief Supplemental Appropriations Act (CRSSA), that passed last year. It provides emergency grants from the US Department of Education to eligible students and institutions to help cover education-related expenses caused by the COVID-19 pandemic. Congress intends for recipients to use the funds they receive for unexpected expenses, unmet financial need, or expenses related to the disruption of campus operations resulting from the coronavirus. These include expenses for food, housing, course materials, technology, health care (including mental health care), or childcare.
